Scott R. Severns

Scott R. Severns is the Founder of Severns Associates, P.C. He graduated cum laude from Indiana University School of Law-Indianapolis in 1979. His professional career has focused on legal and health care issues that confront older adults.

The law firm focuses primarily on the needs of older adults and their families in such areas as Medicaid, Medicare, health insurance, patients’ rights, guardianship administration, probate, estate planning, wills, trusts, and planning for long term care.

He is a member of the Indiana, State and American Bar Associations. He is a founding member, Past President, and Fellow of the National Academy of Elder Law Attorneys. He has been Certified as an Elder Law Attorney (CELA) by the National Elder Law Foundation. He is Past President of the National Citizens' Coalition for Nursing Home Reform (NCCNHR). He has served as a faculty member in several Indiana Continuing Legal Education Forums as well as the American Bar Association satellite education series and symposia and seminars sponsored by the National Academy of Elder Law Attorneys. He was Seminar Chair of ICLEF's seminar: Elder Law 1991.

He has also had articles published in RES GESTAE and THE COMPLEAT LAWYER and THE LONG TERM CARE HANDBOOK. He has served as policy analyst for United Senior Action, a senior citizen's advocacy organization. He has been instrumental in nursing home reform laws, both at state and national levels, and was a primary architect of Indiana's home health care legislation known as the CHOICE program. He is regularly quoted in news stories for his expertise on health care and other issues affecting the elderly and his law practice locally and has appeared on NBC's TODAY program. His law practice has been featured in Indianapolis Monthly Magazine, the New York Times and several other national publications.
